Applying to be a proposal evaluator for Horizon Europe
The European Commission is looking for evaluators to contribute to the evaluation of Horizon Europe research and innovation proposals, as well as to the assessment and monitoring of programmes and projects. The call for proposals, covering the period 2021-2027, is a comprehensive call for evaluators and consultants for all EU funding programmes and public procurement published on the Funding & Tenders portal.

The Research Executive Agency (REA) has produced a video aimed at attracting new experts to evaluate Horizon Europe proposals, among others. The video shows the benefits of involvement and evaluation experience. The primary objective is to mobilise experts from under-represented Member States and the private/business sector, as well as female evaluators.
Becoming involved in the evaluation of Horizon Europe proposals as an expert brings significant benefits both individually and organisationally, as well as for the wider national research and evaluation community. In the international evaluation of proposals, the expert will gain insight into the whole evaluation process and experience what makes a proposal successful and what makes it unsuccessful. They can then use this experience in the preparation of their own or their institution's proposals. Another important advantage is that the work of the evaluators provides an opportunity to network with experts in the relevant scientific or technological field, as well as with the European Commission or the Executive Agencies.
